Mr. Sebra is responsible for the continued growth of Recruitment Process Outsourcing (RPO), consulting and retained search services across the United States and Canada.

As founder and co-founder of multiple successful businesses, he is a pioneer in the U.S. RPO industry, with more than 25 years of experience. As general manager at RiseSmart Corporation, he created a new RPO service line to complement its outplacement business, and as vice president at The Bartech Group, he oversaw the strategic development of its RPO division and the creation of the company’s government solutions group.

Prior to the Bartech Group, Mr. Sebra was president and chief executive officer of Kenexa Government Solutions, formerly Knowledge Workers, Inc., a human capital solutions company that he founded and grew to 160 people before being purchased by Kenexa. In addition to Knowledge Workers, Mr. Sebra also founded a contingency and executive search firm specializing in the defense and intelligence marketplace, and he co-founded Destech Corporation, a software development company serving the CIA. Prior to Destech, he held a number of key roles beginning with service in the United States Air Force, where he worked for the Under Secretary of the Air Force for Space Systems.

Mr. Sebra has more than thirty published articles and papers on outsourced recruitment initiatives and recruitment trends, and he is a frequent speaker at industry forums and conferences.
