As a member of Korn Ferry’s U.S. Government Consulting Services, Dr. Lybarger assumes a leadership role in many U.S. government program strategic initiatives. 

Dr. Lybarger has a successful track record spanning over twenty years, in organization development consulting, leadership development needs assessments, instructional design, facilitation, program effectiveness / evaluation, and executive coaching. Dr. Lybarger has a unique ability to unite the art and science of consulting and coaching to produce results delivering mission impact.

Prior to joining Korn Ferry in 2020, Dr. Lybarger was the president of Lybarger & Associates, Inc from 2001 to 2020. His client work focused on federal public service where he managed multimillion dollar, multi-year client engagement projects on enterprise-wide leadership development, transformational change, DE&I, and executive coaching for agencies in the Department of Defense, Department of Justice, and the Intelligence community.

From 1997 to 2000, he worked for J. Howard & Associates (now Korn Ferry) as a master certified facilitator in diversity, equity, and inclusion. He trained employees at US West, Qwest, AT&T, Proctor & Gamble, Frito-Lay, Merck, Charles Schwab, Home Depot, Malt-O-Meal, and Yellow Freight.

Dr. Lybarger has held executive leadership positions as Owner, President, CEO, and Executive Director, in various healthcare and social services organizations where he had P&L accountability and geographically dispersed teams.

Dr. Lybarger earned his Ph.D. in Psychology and an M.B.A, from California Coast University, a M.S. in Counseling from the California State University at Fullerton, and a B.S. in Christian Education from Biola University. Dr. Lybarger is currently a doctoral candidate at Grand Canyon University in a Ph.D. program with a specialization in Industrial and Organizational Psychology. He holds the Master Certified Coach Credential (MCC), the International Coaching Federation’s highest credential held by less than 1,500 people globally. He is a board-certified coach (BCC) from the Center for Credentialing and Education with specialty certifications in Career Coaching, Executive / Corporate / Business / Leadership Coaching, Health / Wellness Coaching and Personal / Life Coaching. He is active in the Society for Industrial and Organizational Psychology, the Association for Contextual Behavioral Sciences, and the International Coaching Federation.
